Sanborn to Begin Acquisition for Arkansas Statewide Orthoimagery Project

Imagery will deliver dramatic improvement to Arkansas State GIS Base Map

COLORADO SPRINGS, Colo., Feb. 7, 2017 /PRNewswire/ — The Sanborn Map Company, Inc. (Sanborn) aerial acquisition team will mobilize to Arkansas to collect high-resolution imagery to map the entire state of Arkansas under the 2017-2018 Statewide Orthoimagery Program. The firm will collect more than 60,000 4-band, 12-inch and 6-inch resolution images covering 55,000 square miles via 375 flight lines.

The Statewide Orthoimagery Program fulfills the requirement for the Arkansas GIS Office to update the Arkansas statewide imagery base map. The resulting imagery products will be an important resource for state and local governing entities and forms the foundation that enables accuracy and consistency for geospatial products and data produced in and for the State of Arkansas.

The Sanborn team, which includes local Arkansas-based subcontractors, will collect imagery during snow-free, cloud-free and leaf-off conditions, which make the final product ideal for a variety of products and applications. In addition, for cities and / or counties that are interested, Sanborn is set to offer value-added products for purchase on an a la carte basis, including among others: resolution upgrades, planimetric mapping and contours.

On February 2nd, officials from the Arkansas GIS Office met in Batesville to present a complete overview of the project to end-users in the first areas to be flown. They discussed the impact of the new, high-resolution imagery and provided information on the acquisition of complete coverage for each county at this level of base map quality.

Sanborn Inks Major Mapping Deal With USGS

Contract for Geospatial Services Spans Five Years

COLORADO SPRINGS, Colo. (Nov. 14, 2016) — The Sanborn Map Company, Inc. (Sanborn) has won a Geospatial Products and Services Contracts (GPSC) award from the U.S. Geological Survey (USGS) that allows the agency to negotiate task orders with Sanborn during the next five years. The indefinite delivery/indefinite quantity (IDIQ) contract is one of a suite of multi-award agreements with a total cap of $750 million. The contract gives the USGS and other customers who use USGS procurement contracts access to the professional services they require.

A GPSC is a suite of contracts used by federal, state and municipal government entities to partner with the USGS to fulfill their geospatial data requirements. Photogrammetric and mapping services, such as those Sanborn provides, primarily are awarded under the umbrella of Architect-Engineer contracting. Services performed under a GPSC are negotiated and managed by the agency’s Commercial Partnership Team (CPT).

According to the USGS, its GPSC contractors are selected through a competitive, quality-based selection process, are well known to the CPT and are highly skilled with the full gamut of geospatial and cartographic products. They are industry leaders with product-specific expertise, and maintain technical liaisons with the USGS.

Delivers Ortho and Oblique Imagery On Time to Boone County GIS

Colorado Springs, Colo. (Oct. 24, 2016)—The Sanborn Map Company, Inc. (Sanborn) has completed a project for Boone County GIS (BCGIS), Burlington, Ky., comprising the acquisition and delivery of oblique imagery and orthoimagery for the 256-square-mile county.

Formed in 1992 by the Boone County Planning Commission, BCGIS serves 29 agencies that include law enforcement, fire protection, historic and environmental preservation, school districts, and more. Altogether, more than 800 staff members across the various agencies have access to BCGIS services, so it was important that the Sanborn imagery could be readily shared with those who need it.

“One of the primary reasons we chose Sanborn for this project is because they offered us very generous terms for using the oblique data we paid for,” explains Steven Gay, director of GIS services. “Other firms were requiring us to license every single user of the oblique data, but Sanborn was clear on the other end of the spectrum—they encouraged us to provide access to their oblique viewer to as many people as we felt was necessary.”

Sanborn collected the data during the spring of 2016 under ideal conditions—leaf off, snow free and cloud free. Mapping Project a Windfall For 169 Municipalities

Colorado Springs, Colo. (June 14, 2016)—The Sanborn Map Company Inc. (Sanborn) flight team overcame challenging spring weather conditions to successfully collect high-resolution imagery of the entire state of Connecticut and its coastline in just five weeks. Altogether, the firm collected more than 42,500 4-band, 3-inch resolution images during March and April, including more than 6,000 coastline images during low-tide conditions.

The Sanborn team, which included subcontractors, also collected more than 5,200 square miles of high-density light detection and ranging (Lidar) data covering the entire state during the same time period. All of the data were collected during snow-free, cloud-free and leaf-off conditions, which makes them ideal for a host of products and applications.

“Our flight team did an exceptional job of outmaneuvering the unusual weather present during the collection period,” says Shawn Benham, Sanborn project manager. “Despite the elements, we were able to meet or exceed our contractual commitments by collecting 100 percent of the data on time.”

Sanborn now is focused on creating mapping products from the data, which will be delivered during the 2016 calendar year. These include 3-inch ground sample distance (GSD) orthoimagery; U.S. Geological Survey (USGS) QL2 Lidar data; bare Earth digital elevation models (DEMs); and 1-foot contour maps. Individual municipalities and state agencies also have options to acquire additional products as needed, such as 3-D buildings, planimetrics, landcover maps, impervious surface maps and more.

Brad Arshat, Sanborn director of strategic accounts in the Northeastern United States, estimates that statewide collaboration on the project will result in several million dollars in tax dollar savings, as opposed to each of the state’s 169 municipalities acquiring its own data.

“The savings truly are astronomical when you merge many smaller project areas into a single large project because of the fixed costs associated with each mobilization,” explains Arshat.

Sanborn’s contract with Connecticut’s Capitol Region Council of Governments was made possible by a grant from the state’s Office of Policy and Management. Connecticut Governor Daniel P. Malloy notes the importance of the Sanborn data, all of which will be made publicly available according to the governor’s Open Data Initiative.

“We need to support our communities by giving them the tools to do their jobs in a modern, efficient and effective way,” asserts Malloy. “As a former mayor, I know how valuable this information is to municipalities. In addition, this information is critical to our state agencies.”
